SEGURA Consulting has many years’ experiences in conducting program evaluations for USAID and developing recommendations for modernization of the state and improvement of good governance in the Europe and Eurasia Region, and in Ukraine.

Ukraine became eligible for the Millennium Challenge Corporation (MCC) Threshold Country Plan (TCP) in 2005. At that time it fell short of meeting the MCC Control of Corruption indicator. In response, the Government of Ukraine (GOU) and the USAID assigned a Strategic Objective Agreement to implement the TCP with the aim of reducing corruption in the public sector.

The program implemented under TCP Activity 4.2 envisions reducing corruption related to granting land owner and user rights, access to utilities, and construction permits by changing the legislative and regulatory framework for property transactions, reforming the permit system, and streamlining lines of responsibilities and procedures as well as by demanding governmental accountability and transparency.

In 2008, SEGURA/IP3 was contracted by USAID to perform a midterm evaluation to evaluate the progress and potential of the Activity 4.2 work with respect to the overall goals of the TCP.
