SUWASA is a new regional initiative of the US Agency for International Development (USAID), implemented by ARD, Inc. with the participation of SEGURA Consulting LLC, with a mission of fostering the transformation of urban and peri-urban water and sanitation service delivery in Africa to achieve long-term financial sustainability through the application of market-based principles.


SUWASA will improve and expand the delivery of water and sanitation services in urban and peri-urban settings, with a focus on meeting the needs of the poor. It will accomplish this through a design that spreads effective models of reform at the water utility and sector levels, facilitates innovative financing approaches for African water providers, and works to establish long-term financial viability in the sector to the benefit of all citizens. This program will build partnerships among utilities and small service providers, governments, donors, communities, and businesses to demonstrate and promote best practices for water and sanitation service reform and governance. Working through these local partners and networks, the program will support at least 12 reform initiatives by 2013.


SUWASA support includes technical assistance and capacity building, supplemented with limited financial support for infrastructure improvements and commodity procurements as needed to help

assure initiative success.


SUWASA is led by USAID’s Bureau of Economic Growth Agriculture and Trade (EGAT) and the Africa

Bureau. While programmatic direction comes from Washington DC, the SUWASA technical activities will be managed through ARD’s project office in Nairobi, Kenya. Project staff will collaborate with the

USAID Missions to identify opportunities to support water and sanitation reforms and will work in coordination with the Missions in implementing projects. 


SUWASA will result in fundamental utility and service provider reform and the wider adoption of water infrastructure finance methods leveraging donor resources, multi-lateral banks, and domestic capital in sustainable, complementary ways.
