Dr. Lew Toulmin has over 30 years of experience in management analysis, privatization, telecommunications regulation, development economics, emergency management, and utilities management.
A former Principal at Booz-Allen & Hamilton, Dr. Toulmin has worked in 29 developing countries on every continent, and has managed over 50 projects overseas. His clients have included USAID, USTDA, the World Bank, the Asian Development Bank, the Inter-American Development Bank, the Commonwealth Telecommunications Organization, and other international funding institutions.
Dr. Toulmin has served as an advisor in telecommunications reform, regulation, privatization and management to the governments of Czech Republic, Egypt, El Salvador, Ghana, Indonesia, Ivory Coast, Jordan, Poland, Mozambique, South Africa, Uruguay, Zambia and Zimbabwe. His focus areas include designing and building new telecommunications regulatory bodies, training of regulators, privatization of telephone companies, analysis of interconnection problems, building business plans and financial models, and spectrum management.
Dr. Toulmin is also a specialist in e-government planning and programs. He has undertaken e-government, e-commerce and e-society readiness assessments, and done detailed planning for e-government pilots and programs in Vietnam, Thailand, Indonesia and other countries. He obtained his BA degree from Eckerd College and the University of Wales, received a Masters in Public Administration from the Maxwell School of Syracuse University, and a Ph.D. in public administration and economics from American University in Washington, DC. He served as an assistant professor of policy analysis at American University, has testified as an expert witness before public service commissions and state legislative committees, and has prepared testimony submitted to the US Congress.
