In 2006, USAID/Kosovo requested SEGURA/IP3 LLC to conduct a mid-term evaluation on the Kosovo Cluster Business Support Project started in 2004, combining two major components with activities addressing three industry clusters and related business environment improvements. The cluster component addresses the livestock, fruit and vegetable, and construction materials sectors.

The evaluation team was tasked to assess the efficiency, impact, sustainability, and relevance of the project, in order to provide USAID/Kosovo with feedback for any necessary mid-course corrections and to help guide future planning.
