Jorge F. Segura - Founder and Managing Partner of the Firm

    Mr. Segura is founder and Managing Partner of the firm. His areas of professional expertise include: public sector organization and management; financial and economic analysis; privatization and restructuring of state-owned enterprises, and economic appraisal of infrastructure projects.

A former Partner at PricewaterhouseCoopers LLP and Booz Allen & Hamilton, Inc., Mr. Segura has more than 25 years of economic development consulting experience in over 30 emerging markets in Latin America, Eastern Europe, South East Asia and Africa.

Over the years he has directed numerous technical assistance projects financed by international organizations and multilateral development banks, including the U.S. Agency for International Development (USAID), the World Bank Group (IBRD, IDA, IFC, MIGA), the Inter-American Development Bank (IADB, IIC) and the United Nations Development Program (UNDP).

Mr. Segura is a Ph.D. candidate (ABD) from the School of Business and Public Management at The George Washington University in Washington DC; holds a Master of Business Administration (M.B.A.) from Xavier University, Cincinnati, Ohio (1979) and obtained his degree in Economics at the Pentifiica Universidad Javeriana in Bogota, Colombia (1977). Furthermore, he completed the course “Infrastructure in a Market Economy (IME)” at the Kennedy School of Government, Harvard University (2005).

Mr. Segura is also the Managing Partner and CEO of SEGURA PARTNERS LLC, the joint venture company formed with the Institute of Public Private Partnerships, Inc. (IP3) to deliver consulting services to USAID under the SEGIR Privatization II and GBTI II IQC contracts (2006-2012).

Mr. Segura has been a Guest Speaker at numerous international professional seminars and has contributed periodically to selected publications, like Privatization International (U.K.) and Latin Finance (U.S.), among others. Besides English, he is fluent in Spanish and German. He is a member of Pi Alpha Alpha, National Honor Society for Public Affairs and Administration, and the American Society for Public Administration (ASPA).
