SEGURA IP3 Partners are implementing the Regional Competitiveness Initiative (RCI), a project funded by the Europe and Eurasia Bureau of USAID in Washington.  It began in October 2004 and received an extension through 2012.  RCI strives to improve competitiveness across the Europe and Eurasia region by by engaging the efforts of bilateral USAID Missions, USAID Projects and other local stakeholders, thus complementing and creating regional synergies.

Projects

From 2004 to 2008, the IRF project provided support to the Europe & Eurasia Bureau USAID Missions in the technical area of infrastructure reform and finance and related matters. USAID's Development Credit Authority (DCA) was created in 1999 to mobilize local private capital through the establishment of real risk sharing relationships with private financial institutions in USAID countries. The tool is available to all USAID overseas missions and can be used as a vehicle for providing much needed credit to an array of enterprises and underserved sectors.

 

Starting in 2008, SEGURA/IP3 Partners, under the GBTI II IQC, are implementing the Development Credit Authority (DCA) Evaluations, a set of evaluations that EGAT/DC is undertaking in different countries, to test a series of developmental hypotheses related to the DCA guarantees.

The USAID/Ukraine Mission is supporting the Government of Ukraine’s (GOU) initiatives to promote public-private partnerships (PPP) at national and municipal levels.  Accordingly, it issued SEGURA/IP3 Partners LLC a Task Order under the SEGIR Privatization II IQC, to provide capacity building assistance to the GOU in the development and dissemination of its PPP program.

SEGURA/IP3 Partners LLC was awarded a Task Order (TO) under its SEGIR General Business Trade and Investment II (GBTI II) Indefinite Quantity Contract (IQC) for the evaluation and sustainability assessment of the AERA projects implemented by the Kenan Institute Asia (K.I.Asia) under USAID’s Accelerating Economic Recovery in Asia program (AERA), and recommendations to work with K.I.Asia for mutual development goals in the region after completion of the current cooperative agreement.

The evaluation focused on private sector, public health, and environmental activities carried out under AERA Cooperative Agreement by KIAsia between September 30, 2003 and December 31, 2007.  The evaluation team also prepared a self-sustainability assessment of KIAsia.
