Dr. Charles Smith is a Principal Associate of the firm and Project Manager for the IQC subcontracts with strategic alliance partners and their respective "task order" projects.
Dr. Smith is a former official of the Inter-American Development Bank and previously was a Senior Manager at Ernst & Young, a leading professional services firm. At Ernst & Young, Dr. Smith managed the International Finance and Investment Unit of the International Management Consulting Group.
During his 28 years in international development, Dr. Smith has conducted and managed technical assistance projects funded by US government agencies such as USAID, TDA and OPIC as well as for international financial institutions such as the World Bank, the Asian Development Bank and the Inter-American Development Bank. He has directed and participated in projects in Latin America and the Caribbean, the Middle East and North Africa and the South Pacific.
Dr. Smith’s experience includes the development of promotional strategies for international investment and trade as well as the assessment of their economic impacts. He has also participated in privatization and corporate restructuring programs. Dr. Smith has conducted assessments of foreign exchange management systems and audits of the US Economic Support Funding (ESF) Programs. He has also directed financial and institutional strengthening programs for financial sector regulatory agencies, for water, sanitation and electric energy utilities as well as for agricultural research and extension agencies and environmental regulatory agencies.
Dr. Smith is a Certified Public Accountant (Puerto Rico, 1980) and has a B.S. in Economics from Georgetown University, an M.B.A. in Accounting from Tulane University and a D.B.A. in International Business and Finance from George Washington University. Dr. Smith’s doctoral dissertation was on Japanese Foreign Investment and Technology Transfer to Brazil. He speaks fluent Spanish and has a working knowledge of Portuguese.
